TITLE
Recommendation to authorize City Manager, or designee, to execute a Facility Use Permit (Permit) at the North Facilities Center with Goodwill, Serving the People of Southern California, for a period of five years, with the option of extending the Permit annually upon a determination by the City that the permittee has fully complied with the permit’s terms and conditions and is otherwise in good standing with the City. (District 9)

DISCUSSION
Since 1974, the City of Long Beach (City) has been providing services at three geographically placed Facility Centers located at the: Central Facilities Center, 1133 Rhea Street; North Facilities Center, 6335 Myrtle Avenue; and West Facilities Center, 2125 Santa Fe Avenue. Goodwill has requested a Permit for use of space at the North Facilities Center. If approved, the Permit will be for an initial term of five years and extended annually at the end of the term upon determination by the City that the permittee has fully complied with the permit’s terms and conditions and is otherwise in good standing with the City.

Agencies utilizing space at the various facilities are required to be non-profit agencies, and must address a critical need at the local level. Space is provided based upon community need and availability. All agencies must meet City insurance requirements.

Goodwill currently partners with the Health and Human Services Department to provide life skills, employment preparation and job placement services at the Multi-Service Center for the Homeless, sign language interpretation at Women, Infants and Children (WIC) sites, and parking lot maintenance and debris removal for the Housing Authority. The requested Permit will allow Goodwill to expand their life skills, employment preparation and job placement services in the north area of the City.

This matter was reviewed by Deputy City Attorney Linda T. Vu on December 22, 2016 and by Budget Management Officer Rhutu Amin Gharib on December 27, 2016.
