TITLE

Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract with Waxie’s Enterprises, Inc., dba Waxie Sanitary Supply, of San Diego, CA, for the purchase of 20 Bigbelly solar compacting trash units, in the amount of $150,197, and authorize a 15 percent contingency in the amount of $22,530, for a total amount not to exceed $172,727, inclusive of taxes and fees.  (Districts 2,3)

 

DISCUSSION

City Council approval is requested to enter into a contract with Waxie’s Enterprises, Inc., dba Waxie Sanitary Supply (Waxie), for the purchase of 12 Bigbelly solar compacting trash collection units and 8 Bigbelly solar compacting trash/recycling combination units for a total of 20 units.  In December 2009, Bigbelly solar-powered trash compactors were introduced as a pilot program within the City.  Since then, Bigbelly units have proven to be successful for waste diversion and recycling.  Each Bigbelly trash receptacle uses built-in solar panels to run a motorized compactor, which significantly reduces waste volume to help create greener, cleaner areas within the City.  The Bigbelly trash compactor units have a trash capacity of 30 gallons before compacting, and a 150-gallon capacity after compacting (Exhibit A).

 

Each Bigbelly station includes a CLEAN management dashboard, a software program that captures real-time data on bin capacity, operational status and waste diversion.  This information provides staff with the tools needed for efficient route scheduling and collection.  Fewer collections means cost savings for labor, fuel and maintenance, and reduced greenhouse gas emissions.  The new Bigbelly units will be located along the Rainbow Harbor esplanade, various beach parking lots, Marine Park, a.k.a. Mother’s Beach, and Marina Vista Park.

 

Bigbelly is the only manufacturer of the Bigbelly solar-powered compacting trash units with data collection and monitoring capability in the North American market. Staff contacted Bigbelly who confirmed that these units can only be procured directly from an authorized distributor. The only distributor authorized to provide Bigbelly products, services and technology to the City is Waxie.

 

City Charter Section 1801 requires that contracts for City purchases be awarded to the lowest responsible bidder after a competitive bid process but allows for awards without a competitive bid process if accompanied by a Resolution adopted by the City Council.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu and by Budget Management Officer Rhutu Amin Gharib on December 8, 2016.

 

SUSTAINABILITY

 

The Bigbelly solar-powered compacting trash units assist the City with meeting reduced greenhouse gas emission rates under California State Law AB 32 and SB 375.  Additionally, the Bigbelly trash units increase the rates of landfill diversion, litter abatement and recycling.

 

TIMING CONSIDERATIONS

City Council action on this matter is requested on January 17, 2017, to allow for expeditious procurement and installation of these solar-powered, compacting trash units.

 

FISCAL IMPACT

The total contract authority will not exceed $172,727, and is budgeted in the Tidelands Operations Fund (TF 401) in the Public Works Department (PW).  Ongoing maintenance and operational support is currently budgeted in the Public Works Department (PW) and the Parks, Recreation and Marine Department (PR).  If an appropriation increase is necessary, the departments will address during the annual budgeting process.  There is no local job impact associated with this recommendation.
