DISCUSSION
City Council approval is requested to enter into a contract with Los Angeles Truck Centers, LLC, for the purchase and delivery of thirteen (13) 20-cubic yard, CNG-fueled, rear-loading refuse trucks. The existing units to be replaced are 15 years old. They are now six years past their useful life. This equipment was part of the approved replacement plan for Fiscal Year 2016.

The bid was advertised in the Long Beach Press-Telegram on September 2, 2016, and 1,253 potential bidders specializing in vehicle sales were notified of the bid opportunity. Of those bidders, 20 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups. Four bids were received on October 18, 2016. Of those four bidders, none were Minority-owned Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), certified Small Business Enterprises (SBEs), or Long Beach businesses (Local). Los Angeles Truck Centers, LLC, of Whittier, CA (not an MBE, WBE, SBE or Local), was the lowest responsible bidder.
