DISCUSSION
The City of Long Beach Health and Human Services Department (Health Department) Public Health Laboratory contracts with other public agencies to perform various testing and diagnostic services that augment Health Department revenues. Since 2009, the Health Department has performed fee-for-service housing-related testing services for the City of Los Angeles Housing and Community Investment Department. Testing fees are charged in accordance with the Health Department’s current fee schedule, and revenues of up to $39,980 per-year are anticipated, depending on the sample type, number of tests performed, and the turnaround time requested for each test. This fee-for-service contract will be for a term of one-year, October 1, 2016 through September 30, 2017, with an option to renew for two additional one-year periods.

This matter was reviewed by Deputy City Attorney Linda T. Vu on November 18, 2016 and by Budget Management Officer Rhutu Amin Gharib on November 23, 2016.

TIMING CONSIDERATIONS
City Council action is requested on December 13, 2016. Processing of this agreement was delayed at the City of Los Angeles level. The Health Department will bill for services rendered once the agreement has been approved.

FISCAL IMPACT
