DISCUSSION
On November 13, 2012, the City Council authorized the City Manager to execute an on-call contract for Public Works to handle or manage repairs and minor improvements with Excel Paving Company (Excel) in the amount of $9,200,000. The City Council has authorized three contract amendments extending the contract term to date.

Per this on-call contract, Excel will only perform work based on individual work orders issued by the City. The City pays Excel based on fixed unit prices agreed upon in the on-call contract. The contract does not include any guaranteed minimum payment or retainer fee to the contractor. This method of project delivery provides staff with an efficient resource for minor repairs and improvements. The typical scope of work for this contract includes the repairs and minor improvements of City assets such as: streets, alleys, publicly-owned properties, parks, playgrounds, beaches and the Long Beach Airport.

The existing contract expires on December 30, 2016. Staff advertised a new on-call contract for Public Works repairs and minor improvements in October 2016, and will be presented to the City Council for a new contract award in March 2017. As a result, staff recommends that the City Council extend the term of the existing contract to August 31, 2017, to allow for the new contract to be in place. Excel has provided the City with a written offer to extend the contract term for eight months at the same unit prices originally bid on November 21, 2012.
