TITLE
Recommendation to authorize City Manager, or his designee, to submit a final report for Strategic Growth Council Sustainable Communities Planning Grant Number 3012-567, in accordance with the terms required by the California Department of Conservation, Division of Land Resource Protection. DISCUSSION
On June 13, 2013, the City Council authorized the City Manager to accept a $929,000 grant from the California Department of Conservation (Grantor) for an update of the Southeast Area Development and Improvement Plan (SEADIP). The grant agreement requires that the City Council certify that the work has been completed consistent with the executed grant agreement. The scope of work required under the grant agreement was completed in October 2016. The work consisted of preparing a draft Specific Plan and draft Local Coastal Plan update (Exhibit A), as well as the associated background research and public outreach facilitating the creation of those documents.

The requested action relates solely to the grant close-out and assures that the City is able to collect the full $929,000 grant amount to reimburse its expenses on the SEADIP update. The actual draft Specific Plan is pending before the Planning Commission and is anticipated to be presented to the City Council in 2017. Close-out of the grant does not obligate approval or any City Council action on the draft Specific Plan.

This matter was reviewed by Assistant City Attorney Michael J. Mais on November 7, 2016 and by Budget Analysis Officer Julissa Jose-Murray on November 18, 2016.

TIMING CONSIDERATIONS
City Council action is requested on December 13, 2016, as the grant agreement establishes a deadline of December 31, 2016, to certify the completion of the grant- funded scope of work.

FISCAL IMPACT
