TITLE
Recommendation to adopt Specifications No. ITB FS16-184 and award a contract to Worthington Ford, of Long Beach, CA, for the purchase of 20 multi-purpose Ford Interceptor Utility Vehicles, in a total amount not to exceed $637,913, inclusive of taxes and fees. (Citywide)
DISCUSSION
City Council approval is requested to enter into a contract with Worthington Ford, for the purchase and delivery of 20 multi-purpose Ford Interceptor Utility Vehicles. These vehicles will support 24-7 emergency operations by the Police Department citywide. The units to be replaced are 1999-2003 models with a normal life expectancy of seven years. They now average seven years past their useful life with 74,000 miles and are in poor condition. This equipment was part of the approved replacement plan for Fiscal Year 2016.
The bid was advertised in the Long Beach Press-Telegram on August 27, 2016, and 1,248 potential bidders specializing in vehicle sales were notified of the bid opportunity. Of those bidders, 12 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing
. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups. Three bids were received on September 19, 2016. Of those three bidders, one was a Minority-owned Business Enterprise (MBE), none were Women-owned Business Enterprises (WBEs), one was a certified Small Business Enterprise (SBE), and one was a Long Beach business (Local). Worthington Ford, of Long Beach, CA (SBE and Local; not MBE or WBE), was the lowest responsible bidder.
