TITLE

Recommendation to adopt Specification No. ITB HE16-111 and award contracts to Performance Abatement Services, Inc., of Fullerton, CA; Vizion’s West, Inc., of Menifee, CA; and Watson Painting Corporation, of Riverside, CA, for providing lead-based paint removal and mitigation services, in an annual aggregate amount not to exceed $600,000, for a period of two years, with the option to renew for two additional one-year periods, at the discretion of the City Manager.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into contracts with Performance Abatement Services, Inc., Vizion’s West, Inc., and Watson Painting Corporation, for providing lead-based paint removal and mitigation services to ensure U.S Department of Housing and Urban Development (HUD) compliance for the City’s Department of Health and Human Services (Health Department).  The Health Department has received cost-reimbursement grants from HUD’s Office of Lead Hazard Control and Healthy Homes, which will provide total funding for the removal and control of lead-based paint within affordable housing occupied by low-income residents.  The grants also include support for tenant relocation, lab analysis, health education, and risk assessment.

The bid was advertised in the Long Beach Press-Telegram on August 22, 2016, and 8,359 potential bidders specializing in lead abatement were notified of the bid opportunity.  Of those bidders, 43 downloaded the bid via the City’s electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing.  A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups.  Three bids were received on September 7, 2016.  Of those three bidders, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), one was a certified Small Business Enterprise (SBE), and none were Long Beach businesses (Locals).  In compliance with HUD contracting guidelines, the Health Department has determined that Performance Abatement Services, Inc. of Fullerton, CA (not an MBE, WBE, SBE, or Local), Vizion’s West, Inc., of Menifee, CA (not an MBE, WBE, SBE, or Local), and Watson Painting Corporation, of Riverside, CA (SBE), were qualified and responsive.  Approved contractors will subsequently bid on individual projects as they accrue.  This process will be managed by the Health Department.

Local Business Outreach

In an effort to align the City’s outreach goal, Long Beach businesses were encouraged to submit bids for City contracts.  The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications.  Through outreach, 825 Long Beach vendors were notified to submit bids, of which four downloaded and none submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

This matter was reviewed by Deputy City Attorney Linda T. Vu on October 21, 2016 and by Budget Management Officer Rhutu Amin Gharib on October 26, 2016.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. ITB HE 16-111 and award contracts concurrently is requested on November 15, 2016, to ensure HUD compliance and allow the individual project bidding to proceed expeditiously.

 

FISCAL IMPACT

The total annual aggregate amount of the agreements is $600,000, and will be fully funded from HUD’s Office of Lead Hazard Control and Healthy Homes cost-reimbursement grants.  Sufficient funds are budgeted in the Health Fund (SR 130) in the Health and Human Services Department (HE).  The award of these contracts will provide continued support to our local economy by assisting in the preservation of employment of two full-time employees residing in Long Beach who are employed by the vendors.
