DISCUSSION
The Long Beach Police Department (LBPD) was awarded grant funding from the Bureau of Justice Statistics (BJS) Federal Fiscal Year 2016 National Crime Statistics Exchange (NCS-X) Implementation Assistance Program: Phase III - Support for Large Local Agencies, in the amount of $700,000. The grant monies will be used to support the FBI’s initiative to provide funding to enable agencies to transition to the FBI’s National Incident-Based Reporting System (NIBRS). LBPD currently uses a reporting system that does not have the capability to report NIBRS data. LBPD plans to engage in a multiphase transition in which it will evaluate its current RMS, determine whether to purchase a new RMS or enhance its existing system, select a new RMS (if applicable), and deploy the new or modified system in order to begin submitting NIBRS data. Under this grant award, a consultant will be funded to evaluate LBPD’s current system and provide recommendations based on operational and data needs.

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on September 26, 2016 and by Budget Operations Administrator Grace Yoon on September 27, 2016.

TIMING CONSIDERATIONS
City Council action is requested on November 1, 2016, to expedite the use of the grant funds.
