TITLE
Recommendation to authorize City Manager to execute a Third Amendment to Contract No. 29198 with Aramark Correctional Services, Inc., for the purchase of frozen meals and food services for the Long Beach jail inmates for the period of October 1, 2008 to September 30, 2009 at an estimated cost of $350,000, with the option of adding expenditures up to 10 percent (or $35,000) above the contract amount, if necessary and if funds are available. DISCUSSION
City Council approval is requested to execute a third amendment to contract No. 29198 with Aramark Correctional Services, Inc., (Aramark) for providing frozen meals and food services for the Long Beach jail inmates. Jail food services must meet the minimum nutritional and other requirements mandated by the State of California. The contract and two subsequent amendments were originally approved by City Council on June 21, 2005 as a result of a formal bid reflecting State requirements conducted in 2005. Aramark, of Oakbrook Terrace, IL (with an office located in Santa Ana, CA), was selected as the lowest responsible bidder based on lowest average "daily cost per inmate."

Prior to the expiration of the Aramark contract, following a new Request for Proposal process on September 2, 2008, the City Council approved a new contract for jail meal services with DeBilio Distributors, Inc. However, Debilio Distributors, Inc., was not able to agree on contract terms with the City and declined to enter into the contract with the City. Therefore, in order to avoid an interruption in services, staff recommends an amendment to the current contract with Aramark. The Department of Financial Management, Purchasing Division is preparing a new competitive process to re-solicit for this service and will seek City Council approval to execute a new future contract.

This item was reviewed by Deputy City Attorney Amy R. Burton on October 30, 2008 and Budget Management Officer Victoria Bell on October 31, 2008.
