DISCUSSION
The Workforce Investment Network has received a credit against past year overhead costs. The Code of Federal Regulations stipulates that local governments must return any remaining funds associated with a federal grant that arise due to refunds or technical corrections, even if the grant has already been closed out.
 
The Department of Community Development worked with the Department of Financial Management to account for the original grant fund sources used for the employee costs.
The Workforce Investment Network's Workforce Investment Act, National Emergency, Disability Work Incentive, Hurricane Katrina, Industry Sector, and Rapid Response funds from the State all originate as federal grants, and thus require submission of a refund.

TIMING CONSIDERATIONS
City Council action is requested on November 18, 2008 in order to facilitate processing of the required payment.
 
FISCAL IMPACT
Subject refund monies due to the California Employment Development Department are being held in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD). There is no impact to the General Fund.
 
SUGGESTED ACTION
Approve recommendation.
