TITLE

DISCUSSION
The Long Beach Police Department was recently awarded funding in the form of a cooperative agreement from the U. S. Department of Justice, Office of Justice Programs, National Institute of Justice for the Long Beach Solving Cold Cases with DNA 08 project in the amount of $319,596. The project will be managed as a grant, and funds will be used to reestablish the cold case unit on an overtime basis and to hire two retired homicide investigators, for one full-time equivalent position, to expand the unit's ability to review and prioritize unsolved case evidence for DNA testing. The project period is January 1, 2009 through June 30, 2010.
 
This item was reviewed by Deputy City Attorney Gary Anderson on October 7, 2008 and Budget Management Officer Victoria Bell on October 8, 2008.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on November 11, 2008, to expedite use of the project funds.
 
FISCAL IMPACT
The Solving Cold Cases with DNA 08 project is currently unbudgeted; therefore, an appropriation increase is included in the recommendation. The expense appropriation will be fully offset by project revenues and the project does not require matching funds.
 
SUGGESTED ACTION
Approve recommendation.
