Recommendation to authorize City Manager to execute an amendment to Operating Agreement No. 29297 with Long Beach Public Transportation Company to provide public transportation services for a term of ten years.  (Citywide)

 

DISCUSSION

On August 2, 2005, the City Council adopted Operating Agreement No. 29297, a nine-year agreement with LBT to provide transportation to the City of Long Beach and its surrounding communities.  That agreement has expired and an amendment to extend Operating Agreement No. 29297 for ten years is being brought forward for consideration at this time.

 

The City has previously entered into ten-year agreements with LBT, and this request will continue the operating relationship between the City and LBT.  Since the previous agreement, Risk Management staff is recommending a change to the commercial general liability and commercial automobile liability insurance from “One Million Dollars per occurrence ($1,000,000)” to “Five Million Dollars per occurrence ($5,000,000).”  All other terms of the agreement are proposed to remain unchanged. The City has a separate funding agreement with LBT using Proposition A Local Return Program funds to support operational needs and Police Department services.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on March 31, 2016 and by Budget Management Officer Victoria Bell on April 7, 2016.

 

TIMING CONSIDERATIONS

City Council action on this matter is requested on May 10, 2016, in order to execute the first amendment to Operating Agreement No. 29297 in a timely manner.

 

FISCAL IMPACT

There is no fiscal impact associated with this matter, as this agreement only addresses the operating relationship.  There is no local job impact associated with this recommendation
