TITLE

DISCUSSION
Mercedes Benz USA recently contacted staff with an offer to donate 350 residential electric vehicle chargers that the company has determined to be surplus to their needs. Staff proposes to develop a program to fairly and equitably distribute the charging stations free of charge to Long Beach residents through a lottery or another selection process. The program would prohibit resale of the units and require charger recipients to obtain City building permits and install the unit. Appropriate indemnities would be required as part of the program. If the donation from Mercedes Benz USA is approved, the City will take custody of the chargers and store them in an existing warehouse.

This matter was reviewed by Assistant City Attorney Michael J. Mais on April 4, 2016 and by Budget Management Officer Victoria Bell on April 11, 2016.

SUSTAINABILITY

The proposed program would encourage use of vehicles powered by electrical energy and should reduce carbon emissions in furtherance of the City’s sustainability goals.

TIMING CONSIDERATIONS
City Council action is requested on May 3, 2016, to accept the donation of the vehicle chargers from Mercedes Benz USA.

FISCAL IMPACT
The cost of administering the distribution program can be absorbed within existing resources within the Development Services Fund (EF 337) in the Development Services Department (DV). The cost of administering the building permits for the installation of the new charging stations will be offset by the permit fee. There is no local job impact associated with this recommendation.
