TITLE
Recommendation to authorize City Manager to execute an agreement, and any subsequent amendments, to provide law enforcement and security services to Long Beach Community College District for a period of three years. (Districts 5,6)

DISCUSSION
Since August 2003, the Long Beach Police Department (LBPD) has been providing police security services to the Long Beach City College (LBCC) Liberal Arts and Pacific Coast campuses. This agreement provided the opportunity for the City to partner with a local agency to provide improved security to LBCC, better coordinate safety services around the two campuses and eliminate duplication of effort. The current agreement has expired and the contract terms have been renegotiated.

The new terms of the requested three-year contract are in line with the City's overall cost recovery efforts. In addition to LBCC paying for annual direct personnel and operational costs, LBCC will begin to pay for the LBPD's related costs to provide its services to LBCC. These indirect costs will be subject to a three percent annual increase. The new contract is scheduled to take effect on November 1, 2008.

This matter was reviewed by Deputy City Attorney Gary J. Anderson on October 30, 2008 and Budget and Performance Management Manager David Wodynski on October 29, 2008.

TIMING CONSIDERATIONS
As the contract will take effect as of November 1, 2008, City Council action on this matter is requested at the November 18, 2008 meeting.

FISCAL IMPACT
The total cost of the agreement for Fiscal Year 2009 (FY 09) is estimated at $2,685,317, which will cover personnel cost, materials, equipment and the LBPD's indirect costs of the services provided. This amount will increase by the actual direct personnel and operating costs to provide these services, along with an annual three percent increase for indirect costs. LBPD will invoice LBCC monthly for the cost of the services rendered.
