TITLE
Recommendation to adopt Specifications No. PA-01908 and award a contract to Aardvark Tactical, Inc., to furnish and deliver 37 Protech Trimax OPS-IIIA police tactical (bulletproof) vests, in the estimated amount of $119,636.82, plus a 10 percent contingency if necessary and if funding is available, for a period of one year, with the option to renew for two additional one-year periods, at the discretion of the City Manager. DISCUSSION
City Council approval is requested to enter into a contract with Aardvark Tactical to furnish and deliver 37 Protech Trimax OPS-IIIA Police Tactical (bulletproof) Vests in order to maintain operational capability for the Long Beach Police SWAT team. It has been determined the "life of usage" of the current Police Tactical Vests used by the SWAT team expired in October 2008 and require replacement to insure the safety of the Police SWAT team members.
The bid was advertised on July 31, 2008 and 252 potential bidders were notified of the bid opportunity. The bid document was made available from the Purchasing Division, located on the Plaza Level of City Hall, and the Division's website at www.lonobeach.oov/purchasino. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women's business groups. Bids were opened on August 12, 2008. Aardvark Tactical, Inc., of Azusa, CA (not a MBE, WBE, local or SBE), was the lowest responsible bidder.

TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-01908 and award a contract concurrently is requested on October 7, 2008 to expedite the purchase of the police tactical vests and maintain operational capability for the Long Beach Police SWAT team.
