TITLE

DISCUSSION
The Federal Equitable Sharing Program (FESP) strips drug dealers of illegally obtained money and property, which in turn, is shared among participating local law enforcement agencies. The revenue augments the existing police budget whereby additional drug seizures and asset forfeitures can be accomplished.
 
The Long Beach Police Department has participated in the FESP for over 18 years, which has resulted in the City receiving thousands of dollars from the United State Treasury and Department of Justice. Most recently, the Police Department used asset seizure funds generated from this program to purchase two new helicopters. In the past, the Federal government has required a new agreement every three years. Starting this year, the Federal government has combined the agreement and yearly reports into one document. In order to continue participation in this program, the Federal government requires an annual agreement and certification to be approved by the City.

TIMING CONSIDERATIONS
City Council action on this matter is requested on October 7, 2008, to ensure uninterrupted distribution of Federal Asset Forfeiture Funds to the Police Department.
 
FISCAL IMPACT
There is no cost to the City for participation in this program.
