DISCUSSION
The City has adopted a series of health, violence prevention, and general plan policies to address health equity and the vast disparities across the City in poverty, life expectancy, education and availability of open space. The Department of Health and Human Services (Health Department) seeks to facilitate Citywide efforts that leverage resources, skills and accomplishments to improve population health.
Using funds from The California Endowment, the Health Department will undertake a three-part process to establish a Long Beach Health Equity Framework aimed at integrating various Department and Citywide efforts on health equity. The process will include: 1) conducting an internal organizational policy and procedure assessment to determine pathways towards integrating a health equity lens into daily operations; 2) implementing a health equity framework into Health Department strategic partnership efforts; and 3) re-conceptualizing the City’s Human Relations Commission through a Health Equity Framework.
This process will train and build health equity knowledge and capacity among agency staff, develop a Long Beach Health Equity Framework and work with external partners to support a Citywide health equity platform.

This matter was reviewed by Deputy City Attorney Linda T. Vu on February 9, 2016 and by Budget Management Officer Victoria Bell on February 10, 2016.
