TITLE

Recommendation to authorize City Manager to execute agreements with the Los Angeles Department of Water and Power for access to the inlet channel of the Haynes Generating Station, located at 6801 East 2nd Street, to meet U.S. Department of Transportation pipeline inspection requirements.  (District 3)

 

DISCUSSION

City Council approval is requested to enter into agreements with the Los Angeles Department of Water and Power (LADWP) for access to the inlet channel of the Haynes Generating Station, located at 6801 East 2nd Street, for performing inspections of a pipeline bridge crossing.  U.S. Department of Transportation (DOT) minimum pipeline safety standards require the patrolling of natural gas pipelines and mains on structures, where physical movement could cause a failure or leakage and the consequent hazards to public safety.  Patrolling a natural gas pipeline crossing is visually observing and noting the condition of the pipeline.  A natural gas pipeline on 2nd Street crosses the Haynes Generating Station cooling water inlet channel and cannot be patrolled without accessing the channel.  The inlet channel to the Haynes Generating Station is owned by LADWP, which requires an agreement between the parties be executed prior to granting access.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on January 27, 2016 and by Budget Management Officer Victoria Bell on February 1, 2016.

 

TIMING CONSIDERATIONS

City Council action is requested on March 1, 2016, to ensure the agreements are in place expeditiously.

There is no fiscal or local job impact associated with this recommendation.
