TITLE
Recommendation to authorize City Manager, or designee, to accept a donation of $35,000 from the Pacific Hospital Long Beach Charitable Trust to the City of Long Beach through its Department of Health and Human Services, for the provision of health services including those to the elderly population in Long Beach. (Citywide)

DISCUSSION
The Pacific Hospital of Long Beach Charitable Trust (Pacific Hospital Trust) was created in 1997 when the then-nonprofit Pacific Hospital was sold to for-profit operator HealthSmart Pacific. The trust was charged with stewarding $7 million, making grants to nonprofits, fulfilling the hospital’s goal of improving the health and wellbeing of the people of Long Beach.

While grants made by Pacific Hospital Trust in previous years were made for specific projects, the final distribution of $385,000 was divided equally among 11 recipients including the City of Long Beach Department of Health and Human Services (Health Department).

The Health Department will use this donation to fund health services including case management for frail, elderly Long Beach residents who are at risk of institutionalization. These services will be provided through home-based visits by qualified staff to seniors who are experiencing difficulties maintaining a safe and healthy home environment. Staff will link seniors to the health and social services necessary to allow them to live independently in their own homes.

This matter was reviewed by Deputy City Attorney Linda T. Vu on December 28, 2015 and by Budget Management Officer Victoria Bell on December 31, 2015.

TIMING CONSIDERATIONS
City Council action on this item is requested on January 19, 2016, to accept the donation from the Pacific Hospital Trust.

FISCAL IMPACT
The donation amount of $35,000 will offset existing program costs that are not grant funded. No cash match or in-kind service mandate is required. Sufficient funds are budgeted in the Health Fund (SR 130) in the Department ...
