TITLE
Recommendation to authorize City Manager to execute all documents necessary to enter into a Cooperative Agreement between the City of Long Beach and the City of Signal Hill, for the construction of the Los Cerritos Channel Sub-Basin 4 Stormwater Capture Facility Project. (District 5)

DISCUSSION
The Cities of Signal Hill (Signal Hill) and Long Beach (Long Beach) are members of the Los Cerritos Channel (LCC) Watershed Group that have approved Watershed Management Programs (WMP) under the Los Angeles County’s National Po0llutant Discharge Elimination System (NPDES) Permit and the Long Beach NPDES Permit, respectively. In accordance with these permits, a mandate was issued to reduce stormwater and non-stormwater metals and bacteria pollution discharges into the LCC. This mandate was issued in the form of Total Maximum Daily Loads (TMDL) regulations by the Los Angeles Regional Water Quality Control Board (LARWQCB), State Water Resources Control Board (SWRCB) and the United States Environmental Protection Agency (US-EPA) in accordance with the Clean Water Act (CWA). Violations of these standards would result in fines of up to $10,000 per day of violation.

In order to comply with the mandate, staff from Long Beach and Signal Hill have developed a conceptual plan that focuses on the construction of a stormwater capture facility, adjacent to the Los Cerritos Channel in the Skylinks golf course, near the intersection of Spring Street and Clark Avenue. When completed, the facility would provide subterranean capture and treatment of stormwater runoff from both cities, prior to outflow into the LCC and ultimately the Pacific Ocean.

On June 16, 2015, Signal Hill adopted a Cooperative Implementation Agreement with Caltrans for up to $11 million in funding for the design and construction of this project.
