Recommendation to request report within 30 days from City Manager, City Attorney, and Civil Service Department for referral to Personnel and Civil Service Committee to make recommendations to City Council regarding Legislative Department salary resolution.

DISCUSSION
The Long Beach City Charter ("LB Charter") Section 207 (b) states, "Each individual member of the City Council shall have the authority to appoint, suspend, remove and discipline the employees of the Legislative Department who serve on his or her personal staff." Under Section 203 (b) the LB Charter also states, "Each member of the City Council shall receive a salary which shall be twenty-five percent of that provided for the Mayor under Subsection (a) of Section 203."

While the term "twenty-five percent of that provided for the Mayor" is often cited as the definition of a "part-time" City Council, for purposes of budgeting and employee benefits, a member ofthe City Council is considered under the City's salary resolution as a "full-time" employee.

I am requesting a report to consider options for salary classifications outside of those presently offered in the salary schedule. These classifications should include all staff in the Legislative Department including the City Council and include alternative sources of compensation such as stipends, contracts, and other full-time and part-time employment with an alternative retirement system other than PERS. It should also include options for newly elected officials who, under LB Charter Sec. 203 {b) are compensated part-time, and should be allowed to opt-out of employee benefits provided to full-time employees.

TIMING CONSIDERATIONS
Action is requested within 30 days to generate potential cost savings for Fiscal Year 2015.

FISCAL IMPACT
