DISCUSSION
Job safety is of utmost importance on CIP construction projects. Adoption of an Enhanced Electrical Safety Policy (EESP) will ensure that adequately trained electrical workers are utilized on these CIP projects. By setting minimum standards for the number of jobsite electrical workers that are graduates of a State of California approved Electrical Apprenticeship Program, and the number of electricians that are CAL-OSHA General Safety and Health Certified, the EESP will further promote electrical safety for workers and the general public, quality in electrical construction, and safety education on these CIP projects.

An EESP is not a new concept. In 2004 the City of Los Angeles adopted the first EESP. Since then, similar policies have been adopted by the Port of Los Angeles, County of Los Angeles Public Works, LAX, Cities of Palmdale and Carson, Los Angeles Unified School District, Community College Districts including Barstow, Rio Hondo and Los Angeles.

This recommendation therefore requests that the City Council direct the City Attorney to prepare a Resolution to require that all bidders on Capital Improvement Program (CIP) construction projects estimated to be $100,000 or more comply with an Enhanced Electrical Safety Policy as attached as Exhibit "A" to ensure that adequately trained electrical workers are utilized on these projects...
