TITLE
Recommendation to adopt resolution authorizing City Manager to submit an application to the California Integrated Waste Management Board (CIWMB) for the 2006/2007 Local Government Waste Tire Cleanup and Amnesty Event Grant, and execute all documents necessary to accept funds and implement the program. (Citywide)

DISCUSSION
The Department of Public Works, Environmental Services Bureau (ESB), collects waste tires from residents, businesses, and illegal dump sites. Collected tires are delivered to recyclers to make playground mats and other durable items. This program is currently funded through an existing grant from the CIWMB.

The CIWMB is again offering the Waste Tire Cleanup and Amnesty Event Grant to pay for the cost of cleanup, abatement and other remedial actions related to the disposal of waste tires. This grant will enable ESB to continue to collect waste tires from residences, businesses and illegal dump sites. In addition, ESB will hold two waste tire collection amnesty events during the one-year grant term. Collected tires will be recycled.

A resolution authorizing the submission of the grant application and identifying the City Manager's designee as signature authority to execute grant-related documents is required.

This letter was reviewed by Deputy City Attorney, Lori A. Conway, and by Performance Management and Budget Bureau Manager David Wodynski on February 13, 2007.

TIMING CONSIDERATIONS
City Council action on this matter is requested by February 20, 2007 in order to submit the grant application to CIWMB before the February 23, 2007 deadline.

FISCAL IMPACT
The City of Long Beach is requesting $48,964, from the CIWMB, to fund an expanded tire-recycling program. If and when the funds are awarded, a budget adjustment will be submitted to the City Council to authorize the additional expenditures and capture the new revenue.
