TITLE

Recommendation to receive and file a presentation and discussion by Southern California Edison detailing the cause of the

July 15, 2015 and July 30, 2015 power outages and steps taken to address/prevent future outages of a similar nature.  (Citywide)

 

DISCUSSION

On September 8, 2015, the City Council received a presentation from City staff on the management of the major power outages that began on July 15, 2015, lasting several days, followed by a second multiple-day outage that began on July 30, 2015.  Following the presentation, the City Council requested that SCE return to the City Council at a future date to provide an overview of the results of their independent and internal investigations; the root cause of the July 15, 2015 and July 30, 2015 power outages in downtown Long Beach; and the steps taken or to be taken to prevent a recurrence of a similar system failure.

 

On November 17, 2015, SCE released the results of their recently completed internal investigation, as well as a third party independent investigation conducted by Davies Consulting, detailing the root cause, corrective actions required, and management recommendations.

 

This matter was reviewed by Assistant City Attorney Michael J. Mais on December 24, 2015 and by Assistant Finance Director Lea Eriksen on December 23, 2015.

                     

TIMING CONSIDERATIONS

City Council action is requested on January 5, 2016 to receive and file a presentation from SCE.

 

FISCAL IMPACT

There is no fiscal or local job impact associated with the recommended action.

Approve recommendation.
