TITLE

Recommendation to adopt resolution authorizing City Manager to execute all documents necessary to amend Contract No.  34014 with Atlantic Machinery, Inc., of Silver Spring, MD, for the purchase of two additional Schwarze Model A7000 CNG Regenerative Air Sweepers, for an additional amount of $638,764, for a total contract amount not to exceed $1,916,292, inclusive of taxes and fees.  (Citywide)

 

DISCUSSION

City Council approval is requested to authorize the City Manager to execute amendments to the contract with Atlantic Machinery, Inc., for the purchase of two additional Schwarze A7 CNG-fueled Regenerative Air Sweepers. Procurement of an additional two units will expedite replacement of the sweeper fleet that is four years past its economic replacement lifecycle. This has become necessary as breakdowns are increasing rapidly, resulting in increased downtime and higher maintenance costs, now averaging $47,000 annually per unit.  Since these sweepers take approximately eight months to procure, near-term action is recommended.

 

On June 16, 2015, the City Council adopted Resolution No. 15-0076, authorizing the City Manager to execute a contract with Atlantic Machinery, Inc., for the purchase of four Schwarze Model A7000 Regenerative Air Sweepers, under the same terms and conditions afforded to the National Joint Powers Alliance (NJPA), of Staples, MN.

 

City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase, or otherwise obtain services, supplies, materials, equipment and labor with other government agencies by purchasing under their contracts on a voluntary and selective basis, when authorized by a Resolution of the City Council.

 

The Fleet Services Bureau and Purchasing Division of the Department of Financial Management investigated procurement options, and NJPA’s agreement with Atlantic Machinery, Inc., of Silver Springs, MD (a SBE, not a DBE, MBE, WBE or Local), was determined to provide the best discounted price while allowing for timely acquisition and delivery.  All of NJPA’s contracts are competitively bid and offer the best available pricing.  There are no local dealers for this type of equipment in Long Beach. Service, parts and warranty support will be provided by Municipal Maintenance Equipment, of Placentia, CA.

 

This matter was reviewed by Deputy City Attorney Amy R. Webber on November 23, 2015 and by Budget Operations Administrator Grace Yoon on November 18, 2015.

 

SUSTAINABILITY

 

These street sweepers are compliant with the State of California and local district air quality regulations, which require the use of alternative fuel sweepers to reduce air toxic and criteria pollutant emissions.  Additionally, these sweepers meet local air quality regulations for particulate matter reduction and control.

 

TIMING CONSIDERATIONS

City Council action is requested to adopt the attached Resolution and authorize the City Manager to execute an amendment to Contract No. 34014 on December 8, 2015, to ensure that the purchase of the new sweepers can take place expeditiously.

 

FISCAL IMPACT

The cost of this contract will not exceed $1,916,292, and is budgeted in the Fleet Services Fund (IS 386) in the Financial Management Department (FM). The contract cost is collected through monthly replacement charges billed to the Public Works Department (PW) in the General Fund (GF). There is no local job impact associated with this recommendation.
