DISCUSSION
City Council approval is requested to authorize the City Manager to execute amendments to the contract with Atlantic Machinery, Inc., for the purchase of two additional Schwarze A7 CNG-fueled Regenerative Air Sweepers. Procurement of an additional two units will expedite replacement of the sweeper fleet that is four years past its economic replacement lifecycle. This has become necessary as breakdowns are increasing rapidly, resulting in increased downtime and higher maintenance costs, now averaging $47,000 annually per unit. Since these sweepers take approximately eight months to procure, near-term action is recommended.

On June 16, 2015, the City Council adopted Resolution No. 15-0076, authorizing the City Manager to execute a contract with Atlantic Machinery, Inc., for the purchase of four Schwarze Model A7000 Regenerative Air Sweepers, under the same terms and conditions afforded to the National Joint Powers Alliance (NJPA), of Staples, MN.

City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase, or otherwise obtain services, supplies, materials, equipment and labor with other government agencies by purchasing under their contracts on a voluntary and selective basis, when authorized by a Resolution of the City Council.
