DISCUSSION
City Council approval is requested to enter into contracts with Steve Beckman Investigations, Inc., Summit Security Services, Inc., Morris PI Group, Jackson, Jackson & Associates, and Hall Investigations for as-needed pre-employment background investigation services to support the hiring process for City employees. The Police Department (PD) conducts pre-employment background investigations for all of its prospective employees through a combination of in-house and contract background investigators. PD also conducts background investigations for other City departments, as needed. Additionally, in preparation for upcoming Police Department and Fire Department academy classes, the large number of background investigations for prospective police recruits and firefighters will require assistance from contract investigators.

A Request for Proposals (RFP) was advertised in the Long Beach Press Telegram on June 13, 2015, and 4,351 potential proposers, specializing in background investigations, were notified of the RFP opportunity. Of those proposers, 34 downloaded the bid via our electronic bid system. The RFP document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing .
