DISCUSSION
City Council approval is requested to enter into a contract with Brycer, LLC (Brycer), for use of The Compliance Engine, a web-based service that will allow the Long Beach Fire Department (LBFD) to manage inspection, testing, and maintenance services for fire protection and life safety systems within the properties they are responsible for inspecting. This system will increase efficiency, timeliness of inspections, and provide readily accessible information on properties throughout the City.

The LBFD currently accesses this information by way of paper files that are received via email or fax and logged onto a spreadsheet to maintain a record of the reports. To retrieve the reports, staff review the spreadsheets and manually pull the files. The Compliance Engine will improve the efficiency and effectiveness of the current system, by allowing Fire Prevention staff to access this information electronically.

The system is provided at no cost to the City. Brycer charges fees to third-party inspectors who maintain and certify fire protection and life safety systems for owners of properties that are inspected by the LBFD.

This matter was reviewed by Deputy City Attorney Kendra Carney and by Budget Management Officer Victoria Bell on October 19, 2015.
