TITLE
Recommendation to authorize City Manager to execute an agreement for offsite public improvements for the development project at 2114 Long Beach Boulevard; and adopt and accept the Categorical Exemption CE 11-080. (District 6)

DISCUSSION
It is the goal of the Department of Public Works (PW) to widen streets and alleys to the standards established in the City’s General Plan. For the construction of a new 34,000-square foot, four-story, 41 residential unit senior assisted living facility, located at 2114 Long Beach Boulevard, a 5-foot dedication of additional alley width was conditioned and recorded. A vicinity map is attached showing the project site location. In addition, alley improvements, which include relocating the utility pole(s) within the widened alley was conditioned and is to be satisfied at this time.

The developer of the property, Long Beach & 21st, LP, has agreed to complete the offsite improvements before December 31, 2016, which include removing the full width of existing alley pavement, adjacent to the project site, widening the alley to the new property line, reconstructing the alley with Portland Cement Concrete, and relocating the public facilities, as required for the alley widening. PW supports this action and is hereby requesting authorization to enter into an agreement for the offsite public improvements for the subject development project.

In conformance with the California Environmental Quality Act, Categorical Exemption No. CE 11-080 was issued for this project.

This matter was reviewed by Deputy City Attorney Linda Vu on August 26, 2015 and by Budget Management Officer Victoria Bell on October 2, 2015.

TIMING CONSIDERATIONS
City Council action on this matter is not time critical.

FISCAL IMPACT
There is no fiscal impact associated with this recommendation. Approval of this recommendation will provide continued support to the local economy.
