TITLE

Recommendation to authorize City Manager to execute all necessary documents to receive and expend grant funding from the Federal Fiscal Year 2015 Edward Byrne Memorial Justice Assistance Grant (JAG) Program; and

 

Increase appropriations in the General Grants Fund (SR 120) in the Police Department (PD) by $194,836.  (Citywide)

 

DISCUSSION

The Long Beach Police Department was awarded grant funding for the eleventh consecutive year for the Fiscal Year 2015 Edward Byrne Memorial Justice Assistance Grant (JAG) Program - Local Solicitation from the Department of Justice, Bureau of Justice Assistance, in the amount of $194,836. The grant monies will be used to support a DNA Criminalist provided by the Los Angeles Sheriff’s Department assigned to work on Long Beach DNA cases, and to support a specially trained and selected Deputy Probation Officer assigned by the County of Los Angeles to provide enhanced probation services to the City of Long Beach.

 

This matter was reviewed by Deputy City Attorney Kendra Carney on August 25, 2015, and by Budget Management Officer Victoria Bell on September 1, 2015.

 

TIMING CONSIDERATIONS

City Council action on this matter is requested on October 6, 2015, to expedite use of the grant funds.

 

FISCAL IMPACT

As the Edward Byrne Memorial Justice Assistance Grant (JAG) Program is currently unbudgeted, an appropriation increase in the General Grants Fund (SR 120) in the Police Department (PD) in the amount of $194,836 is requested. Grant revenues will offset the expense appropriation and the grant does not require matching funds. There is no local job impact associated with this recommendation.
