TITLE

Recommendation to authorize City Manager, or designee, to execute a fee for service agreement, and any subsequent amendments, between the City of Long Beach and College Health IPA to provide Behavioral Health Services effective as of October 1, 2015, for a term to continue until terminated by either party.  (Citywide)

 

DISCUSSION

Medicaid expansion has resulted in opportunities to provide additional services to individuals served across the Department of Health and Human Services (Health Department).  This long-term contract will allow the Health Department to provide medically indicated behavioral health services to managed Medi-Cal recipients.  Since behavioral health services, such as mental health counseling for patients in the Health Department’s HIV clinic and Black Infant Health Program, are currently co-located within programs throughout the Health Department, this will increase service access for these patients who would otherwise be referred to other College Health IPA contracted providers within the community.  This will integrate mental health and physical health services among some of the Health Department’s programs and clinics.

 

This matter was reviewed by Deputy City Attorney Linda Vu on September 11, 2015 and by Budget Management Officer Victoria Bell on September 17, 2015.

 

TIMING CONSIDERATIONS

City Council action is requested on October 6, 2015, in order to provide the additional services.

 

FISCAL IMPACT

This is a fee for service agreement.  It is estimated that the Health Department will receive $15,000 in reimbursement revenue based on Medicare/Medi-Cal billable rates.  Sufficient funding to provide the service is budgeted in the Health Fund (SR 130) in the Department of Health and Human Services (HE).  There is no local job impact associated with this action.
