TITLE
Recommendation to authorize City Manager to execute all necessary agreements and any subsequent amendments between the City of Long Beach Department of Health and Human Services and the County of Los Angeles to accept funding in the amount of $1,078,534, effective from August 10, 2008 through August 9, 2009 to provide for bioterrorism preparedness and public health infrastructure development. (Citywide)

DISCUSSION
Since 2002, the Federal Centers for Disease Control and Prevention (CDC) has awarded the County of Los Angeles (County) funding ,for bioterrorism preparedness and public health infrastructure development to provide for response support to a bioterrorist threat or other public health emergency in Long Beach. The County has requested an amendment to this agreement to continue these services for an additional year.

The City has been awarded a sole source agreement by Los Angeles County for Public Health Preparedness and Response for Bioterrorism to further expand testing capacity for biological and chemical agents, continue our training and exercise programs to include workshops, tabletop and functional exercises for issues related to aerosolized biological agent attacks, communicable disease control, pandemic influenza and food terrorism, to expand our risk communication plans, complete a biohazard detection exercise with the United States Postal Service, and continue to provide educational support to the community for West Nile Virus, family disaster preparedness, and other related biological and natural hazards/disasters, including Pandemic Influenza.

This matter was reviewed by Deputy City Attorney Linda Trang on August 19, 2008 and by Budget Management Officer Victoria Bell on August 22, 2008.

TIMING CONSIDERATIONS
City Council action is requested on September 16, 2008 in order to continue this program without interruption.
