DISCUSSION
The Los Angeles County Department of Health Services (County) has awarded the Department of Health and Human Services (Health Department) a grant in the amount of $100,000 to continue providing services under the Capacity Building for Service Providers Program through February 28, 2009.

Within the previous four years of the agreement, the Health Department collaborated with medical and social service providers within Los Angeles County's Service Provider Area (SPA) 8, which includes Long Beach and the South Bay Area, to coordinate treatment, education, and prevention efforts for persons with Human Immunodeficiency Virus (HIV). Over 30 different programs are a part of this collaborative. Additionally, the Health Department established the Service Provider Network in SPA 8, and conducted an inventory within SPA 8, which identified existing services, data networks and developed a referral and data collection system to facilitate sharing of HIV treatment strategies across SPA 8.

This matter was reviewed by Deputy City Attorney Linda Trang on August 19, 2008 and by Budget Management Officer Victoria Bell on August 22, 2008.

TIMING CONSIDERATIONS
City Council action is requested on September 16, 2008, as the Health Department has been providing services under the amendment since March 1, 2008, but cannot recover costs from Los Angeles County until the agreement is approved.
