TITLE
Recommendation to request City Attorney to draft a resolution changing the membership requirements and size of the Pacific Gateway Workforce Investment Board to conform with the provisions of the federal Workforce Innovation and Opportunity Act of 2015 and rescind Resolution No. RES-07-0149.
DISCUSSION
The Pacific Gateway Workforce Investment Board is currently organized under the federal Workforce investment act (WIA) and has a total membership of 45 members. The newWorkforce Innovation and Opportunity Act (WIOA) stipulates that the board shall now be known as the Pacific Gateway Workforce Development Board and outlines new membership requirements and composition for local workforce development boards. The new Pacific Gateway Workforce Development Board shall have 19 total members comprised of representatives from the following organizations, ten (10) local businesses, four (4) from organized labor, including a labor apprenticeship program, or other workforce organizations, one (1) adult education provider, one (1) higher education institution, one (1) economic or community development agency, one (1) Employment Development Department staff person, and one (1) Department of Vocational Rehabilitation staff member or other rehabilitation program provider under title 1 of the Rehabilitation act of 1973.
The members representing local businesses and labor organizations shall be appointed by the Mayor after having been nominated by a local business organization or federation of labor respectively. Long Beach Municipal Code 2.18.050 sections B and C requiring Long Beach residency establishing term limits shall not apply. NonLong Beach resident members shall represent organizations working in or based in the Pacific Gateway Workforce Investment Network service area.
