TITLE
Recommendation to receive direction from the City Council concerning the performance of a Feasibility Study for the potential development of a Federal Inspection Service Facility at the Long Beach Airport. (District 5)

DISCUSSION
On February 23, 2015, JetBlue Airways formally requested the City to apply to the United States Department of Homeland Security, Customs and Border Protection, for a User Fee Airport Designation and seek the approval to establish a Federal Inspection Service Facility at the Long Beach Airport (Airport). On March 3, 2015, the City Council directed the City Manager to delay any action regarding requests for an international customs facility until receiving further direction from the City Council, and to delay any request for direction regarding a customs facility until 60 days after full representation on the City Council was completed.

On April 23, 2015, Councilmember Daryl Supernaw was administered the oath of office by the City Clerk to represent the Fourth Council District, followed by a public ceremony during the May 5, 2015 City Council meeting. Staff is now seeking direction from the City Council as to how to proceed, specifically, whether to perform the work necessary to determine the feasibility, financial or otherwise, of a Federal Inspection Service Facility at the Long Beach Airport.

This letter was reviewed by Deputy City Attorney Richard F. Anthony on June 23, 2015 and Budget Management Officer Victoria Bell on June 22, 2015.

TIMING CONSIDERATIONS
City Council action on this matter is requested on July 7, 2015, in accordance with the March 3, 2015 City Council direction.

FISCAL IMPACT
Should the City Council direct staff to proceed to perform the work necessary to determine the feasibility of a Federal Inspection Service Facility at the Long Beach Airport, staff would issue either a Request for Qualifications (RFQ) or a Request for Proposals (RFP) to engage the services of an industry expert.
