TITLE
Recommendation to authorize City Manager to execute all documents necessary to amend Contract No. 32775 with Los Cerritos Wetlands Stewardship, Inc., for the maintenance and management of environmentally sensitive areas, increase the contract amount by $148,500, for a total amount not to exceed $1,039,500, and extend the contract term to December 31, 2015.  (Citywide)
 
DISCUSSION
City Council approval is requested to authorize the City Manager to execute an amendment to Contract No. 32775 with Los Cerritos Wetlands Stewardship, Inc., for the maintenance and management of a variety of environmentally sensitive areas and environmental tasks, including interpretive education of volunteer groups in areas controlled by the Department of Parks, Recreation and Marine (PRM).
 
On June 19, 2012, the City Council awarded a contract to Los Cerritos Wetlands Stewardship, Inc., in an annual amount not to exceed $297,000, with the option to renew for two additional one-year periods.  The contract with Los Cerritos Wetlands Stewardship, Inc., expires on June 30, 2015, with no remaining renewal options.  PRM is in the process of conducting a new RFP that should be completed no later than September 2015, with a proposed contract coming before the City Council immediately thereafter.  Until such time as a bidder can be selected following the RFP process and a new contract is approved by the City Council, services must still be rendered.  Therefore, an amendment to extend the current contract is requested.
 
This matter was reviewed by Deputy City Attorney Kendra L. Carney and Budget Management Officer Victoria Bell on June 8, 2015.
 
TIMING CONSIDERATIONS
City Council action is requested on June 23, 2015, in order to enable the execution of an amendment to Contract No. 32775, and avoid a disruption to services related to ecological site management and habitat maintenance.
 
FISCAL IMPACT
Sufficient funds for the proposed continuation of this contract are budgeted in the Department of Parks, Recreation and Marine (PR).  Of the $148,500 contract increase amount, $99,000 is budgeted in the Tidelands Operations Fund (TF 401) and $49,500 is budgeted in the General Fund (GF).  There is no impact to jobs associated with the recommended action.
