TITLE
Recommendation to determine the application serves the public convenience and necessity, and receive and file the application of Trader Joe's Company, dba Trader Joe's 116, for a premise-to-premise transfer of an Alcoholic Beverage Control License, at 4250 Long Beach Boulevard.  (District 8)

DISCUSSION
It is City Council policy to review applications for Alcoholic Beverage Control licenses to determine if a basis for protest against the issuance of the license exists. The attached application lists the possible bases for protest. This license is being transferred from the existing Trader Joe's located at 4121 Atlantic Avenue. A Conditional Use Permit (CUP) allowing the sales of beer, wine, and spirits was granted by the Planning Commission on April 16, 2015 (Application number 1503-06) and will become effective upon final approval of the CUP.

TIMING CONSIDERATIONS
City Council response is due to the Department of Alcoholic Beverage Control by April 24, 2015. Accordingly, City Council Action is required at the April 21, 2015 City Council meeting.

FISCAL IMPACT
None.
