TITLE
Recommendation to authorize City Manager, or designee, to execute a First Amendment to Contract No. 33259 for supplemental landscape services with Merchants Landscape Services, Inc., of Santa Ana, CA, to increase the contract amount by $200,000 for a total annual amount not to exceed $936,086 for a period of two years.  (Citywide)
 
DISCUSSION
On September 17, 2013, the City Council authorized the City Manager to enter into a contract with Merchants Landscape Services, Inc. (Merchants) in an annual amount not to exceed $736,086 for grounds maintenance and supplemental operations services. In addition to annual grounds maintenance, the current contract authority allows for Merchants to provide a limited amount of one-time and emergency maintenance services, which includes reseeding of park space, repairing irrigation systems, and providing other non-standard maintenance services. Most recently, Merchants helped the City reseed Bluff Park to reestablish the grass.
 
Due to more extensive one-time and/or emergency work that is anticipated throughout the Tidelands area in the coming year, including improved landscaping along sections of the bluffs, Tidelands staff is requesting $200,000 in additional contract authority to help ensure these areas receive the maintenance care that they require.
 
This matter was reviewed by Deputy City Attorney Amy Webber on February 25, 2015 and by Budget Management Officer Victoria Bell on March 4,2015.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on March 24, 2015, in order to execute the contract amendment in a timely manner.
 
FISCAL IMPACT
The cost of the contract increase is budgeted in the Tidelands Operations Fund (TF 401) in the City Manager Department (CM). This action will provide continued support to our local economy.
