On February 14, 2012, the City Council Adopted Specifications No. PA-00412, established through the competitive bidding process, and authorized the City Manager to enter into an agreement with Galls to provide uniform services to PD in a total annual amount not to exceed $377,050, for a period of one year, with the option of renewing for two additional one-year periods.

City Council approval is requested to amend the current Agreement No. 32483 with Galls to increase the contract authority in an amount not to exceed $260,000 and to extend the term of the agreement through September 30, 2015, in an amount not to exceed $260,000. The recommended two-phased process includes a lengthier request for qualifications phase, in addition to the traditional invitation to bid, to allow for a more thorough review of standards and performance from prospective vendors that may provide these services over the next few years. This will also provide the City with more vendor options, greater flexibility, and sufficient time to transition from the existing service delivery model to a more effective service delivery model that emphasizes the timely and efficient delivery of uniforms and accessories.
