DISCUSSION
On February 14, 2012, the City Council Adopted Specifications No. PA-00412, established through the competitive bidding process, and authorized the City Manager to enter into an agreement with Galls to provide uniform services to PD in a total annual amount not to exceed $377,050, for a period of one year, with the option of renewing for two additional one-year periods.  
 
City Council approval is requested to amend the current Agreement No. 32483 with Galls to increase the contract authority in an amount not to exceed $260,000 and to extend the term of the agreement through September 30, 2015, in an amount not to exceed $260,000.  The amendments are requested to allow time for City staff to complete a two-phased competitive bid process, and transition to a new multi-year contract.  The recommended two-phased process includes a lengthier request for qualifications phase, in addition to the traditional invitation to bid, to allow for a more thorough review of standards and performance from prospective vendors that may provide these services over the next few years.  This will also provide the City with more vendor options, greater flexibility, and sufficient time to transition from the existing service delivery model to a more effective service delivery model that emphasizes the timely and efficient delivery of uniforms and accessories.
 
Pursuant to purchasing policy, Blanket Purchase Order (BPO) BPPD1200006 was issued on March 16, 2012.  Since that time, the City restarted annual Police Recruit Academies, which required approximately $70,000 in additional uniform purchases over a two-year period not anticipated at the time the original contract was awarded.  City Council authorization of an additional $70,000 is requested to pay for uniform purchases in excess of BPO capacity during the term, bringing the three year total of the BPO to $1,201,150.
 
This matter was reviewed by Deputy City Attorney Kendra Carney on March 9, 2015, and by Budget Officer Victoria Bell on February 20, 2015.  
 
TIMING CONSIDERATIONS
City Council action to authorize this agreement is requested by March 24, 2015, to ensure that uniform procurement services are not interrupted.
 
FISCAL IMPACT
The combined request will not exceed $330,000 in FY15. There is sufficient budget in the General Fund (GF) and Tidelands Fund (TF), in the Police Department (PD) to cover these expenses. This contract will provide continued support to our local economy by assisting in the preservation of employment for employees of Galls, a Long Beach business.
