TITLE
Recommendation to increase appropriations in the General Grants Fund (SR 120) in the Police Department (PD) by $264,600 for participation in the Securing the Cities (STC) Grant Program.  (Citywide)
 
DISCUSSION
On September 2, 2014, the City Council authorized the City Manager to execute Contract No. 33608, a Subrecipient Agreement with the City of Los Angeles required for participation in the Department of Homeland Security, Securing the Cities (STC) Grant Program, which has provided $1.5 million in grant funding to the City of Los Angeles to detect and prevent a radiological or nuclear attack in high risk cities.
 
The Agreement provides for a maximum reimbursement of $264,600 to the City of Long Beach Police Department (PD) for personnel training and exercise activities related to the detection, collection, dissemination, screening and reporting of information regarding possible radiological and nuclear threats and incidents in the Los Angeles/Long Beach Urban Area.  The term of the Agreement is January 1, 2013 through July 14, 2015.
 
This matter was reviewed by Deputy City Attorney Kendra Carney on January 16, 2015, and by Budget Management Officer Victoria Bell on January 29, 2015.
 
TIMING CONSIDERATIONS
Expenditures for the STC Grant Program must be made by July 14, 2015.  City Council action on this matter is requested on February 17, 2015, to expedite the use of the reimbursement funding.
 
FISCAL IMPACT
As the personnel training and exercise costs are not budgeted, an appropriation increase of $264,600 is requested in the General Grants Fund (SR 120) in the Police Department (PD). Reimbursement from the City of Los Angeles STC Grant Program will offset the expense appropriation. There is no local job impact associated with this recommendation.
