Recommendation to authorize City Manager to execute all documents with the County of Los Angeles to accept $452,594 for a Summer Youth Employment Program from July 1, 2008 through June 30, 2009; and to execute any subsequent amendments that change the terms or increase amounts. (Citywide)

DISCUSSION
The Workforce Investment Network's Youth Opportunity Center (YOC) provides a wide range of career development services to young people ranging in age from 14 to 24. Through its Hire-a-Youth Program, paid and unpaid work experience, internships, and direct placement opportunities are offered to thousands of youth. The County Board of Supervisors authorized funding for the seven Workforce Investment Boards to facilitate a subsidized work experience program for the period of July 1, 2008 through June 30, 2009.

Work experience and on-the-job training experiences will be provided at various public and non-profit organizations throughout Long Beach, Signal Hill, Torrance and Lomita.
This year's funds will allow the YOC to employ approximately 250 young people, ages 14 to 21. Priority will be given to youth from low-income families, with an estimated one-third of the participants connected to the probation, foster and/or public assistance systems.

Prior to placement at work sites, participating youth will have attended work readiness sessions, focusing on employer expectations and workplace behavior. Youth will earn $8.00 an hour for a maximum of 140 hours. Each participating youth will be assigned a case manager to help him or her get the most from the work experience opportunity, and to prepare for and address challenges that are common in the workplace.
Transportation assistance will be provided for youth in need.

The Workforce Investment Network will prioritize approximately 75 percent for use during the summer months, with the remainder allocated to activities during the fall and spring semesters of the school year.
