TITLE

Recommendation to authorize City Manager or his designee to execute an agreement and any amendments with Los Angeles County Auditor-Controller for billing of direct assessments on the Secured Tax Roll and distribution of collections to the City.  (Citywide)

 

DISCUSSION

City Council is requested to authorize the City Manager or his designee to execute an agreement and amendments with the Los Angeles Auditor-Controller for the billing of direct assessments on the Secured Tax Roll and to distribute collections to the City of Long Beach. The agreement provides the City of Long Beach with an effective and efficient method to collect assessment district levies, community facility district special taxes, delinquent weed and building abatement costs, and property-based districts by placing them on the Los Angeles County secured tax roll.

 

This matter was reviewed by Assistant City Attorney Heather A. Mahood on July 10, 2008 and Budget Management Officer Victoria Bell on July 11, 2008.

 

TIMING CONSIDERATIONS

City Council action on this item is requested on August 5, 2008, as the Los Angeles County Auditor-Controller requires receipt of this executed agreement in early August.

 

FISCAL IMPACT

The Los Angeles County Auditor-Controller fees for the service of direct assessment billing and distribution of collections are minimal as described in the agreement under fee for billing services. These amounts are recovered by the corresponding district levy.

These costs are budgeted in each applicable district fund. There is no impact on the General Fund.
