DISCUSSION
City Council approval is being requested to enter into an annual Citywide contract for furnishing and delivering uniforms, accessories and miscellaneous equipment to maintain the City's dress codes and standards for uniformed officers. Departments participating in this contract include Fire, Harbor, Health and Human Services, Parks, Recreation and Marine, Police and Public Works.
 
The bid was advertised on April 25,2008, and 47 potential bidders specializing in uniforms, accessories and miscellaneous equipment were notified of the bid opportunity; nine were Minority-owned Business Enterprises (MBEs), nine were Women-owned Business Enterprises (WBEs), and five were Long Beach businesses. The bid document was made available from the Purchasing Division located on the Plaza Level of City Hall and the Division's website at www.lbpurchasinq.orq. A bid announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women business groups. Bids were opened on May 15, 2008. Galls, an Aramark Company, LLC, of Signal Hill, California, was the lowest responsible bidder.
 
This matter was reviewed by Deputy City Attorney Amy R. Burton on July 1, 2008 and Budget Management Officer Victoria Bell on July 7,2008.
 
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. PA-01408 and award a contract concurrently on July 22, 2008 to ensure that a contract is in place expeditiously. There is an interim contract in effect.
 
FISCAL IMPACT
The cost of this contract in the estimated amount of $950,000 is budgeted in various participating departments. This amount is based on historical expenditures and reflects an approximate 7 percent decrease from the previously approved contract in the amount of $1,025,000. The City will have the option of adding expenditures up to 10 percent (or $95,000) above the contract amount, if necessary and if funds are available.
