TITLE
Recommendation to authorize City Manager to execute a contract and all necessary amendments, including term extensions, with the Department of Homeland Security to receive and expend Department of Homeland Security grant funding for the FY 2014 Port Security Grant Program, in an amount not to exceed $1,056,800 for a period ending August 31, 2016; and
Increase appropriations in the General Grants Fund (SR 120) in the Fire Department (FD) by $206,800 and in the General Grants Fund (SR 120) in the Police Department (PD) by $850,000. (Citywide)
DISCUSSION
The Department of Homeland Security (DHS) has approved grant proposals submitted by the Fire Department and Police Department under the FY 2014 Port Security Grant Program (PSGP) for a total of $792,600 (Pre-Cost Match). The grant priorities focus on infrastructure protection and reflect the DHS overall investment strategy, in which two priorities have been paramount: risk-based funding and regional security cooperation. PSGP funds support increased port-wide risk management; enhanced domain awareness, training and exercise, and further capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices (IED) and other non-conventional weapons.
The Fire Department has been approved for project costs of $206,800 to be used to fund the participation of Fire personnel in specialized fireboat simulations training. The Police Department has been approved for project costs of $850,000 to fund the purchase of dive equipment and joint training and exercises with the Port of Long Beach Security Division and Harbor Patrol, and to support ongoing security operations in the Port areas.
