TITLE
Recommendation to authorize City Manager to execute a Grant of Easement to Southern California Edison (SCE) for the construction of the North Long Beach branch library located at 5870 Atlantic Avenue.  (District 9)
 
DISCUSSION
The City of Long Beach (City) is constructing a library branch at 5870 Atlantic Avenue as part of the North Village Center Redevelopment Project.  This site was formerly an old movie theatre and has been vacant for several years. The Grant of Easement is required as part of the new library construction and will be completed with the oversight and approval of the City.  An easement is needed in order for utility services to be delivered to the new building and other nearby customers.  The easements to be granted to SCE are shown on the attachment.
 
The customary investigation was conducted involving public utilities and interested City departments, and there were no objections to the proposed quitclaims or grants of easement. In conformance with the California Environmental Quality Act, the Redevelopment Agency of the City adopted the final Environmental Impact Report for this project on December 7, 2009.
 
This matter was reviewed by Deputy City Attorney Linda Vu on November 3, 2014, and by Budget Management Officer Victoria Bell on October 30, 2014.
 
TIMING CONSIDERATIONS
Council action on this matter is requested on November 18, 2014, to meet Southern California Edison's utility relocation workforce schedule.
 
FISCAL IMPACT
A special purpose grant of easement fee in the amount of $1,885 was deposited into the General Fund (GF) in the Public Works Department (PW).  Approval of this matter will provide continued support to the local economy.
