DISCUSSION
City Council approval is requested to enter into an annual contract with Sunrise Concrete Cutting for concrete, asphalt cutting, sidewalk trip hazard, coring and grinding services. This contract is utilized by various City departments for emergency and as-needed repairs of damaged security spikes in parking lots, electrical or water pipe projects requiring concrete cutting and coring, and trip hazard removal by smoothing of sidewalks damaged by tree roots.

The bid was advertised in the Press-Telegram on May 8, 2014, and 3,362 potential bidders specializing in concrete cutting were notified of the bid opportunity. Of those bidders, 34 downloaded the bid via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at: www.longbeach.gov/purchasing . A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 30 local, minority and women-owned business groups. Five bids were received on May 20, 2014. Of those five bidders, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), two were certified Small Business Enterprises (SBEs), and two were Long Beach businesses (Local). Sunrise Concrete Cutting, of Long Beach, CA (SBE and Local; not an MBE or WBE), was the lowest responsible bidder.
