TITLE
Recommendation to authorize City Manager, or designee, to execute a Memorandum of Understanding (MOU), and any subsequent amendments with Pioneer Provider Network, a Medical Group, Inc. (Pioneer) to provide clinical services to eligible enrollees under Pioneer’s various health coverage plans. (Citywide)

DISCUSSION
Pioneer Provider Network, a Medical Group, Inc. (Pioneer), has requested to enter into a MOU with the City of Long Beach Department of Health and Human Services (Health Department) for the Health Department to provide clinical services to eligible enrollees under Pioneer’s various health coverage plans.

Under the terms of the MOU, enrollees will be referred to the Health Department, subject to the Health Department’s availability and capacity to provide such services. The Health Department will provide non-emergency “covered” health care services, and will bill Pioneer for services rendered. Under this MOU, the Health Department will benefit from the increased capacity, provision of client services, and increased revenue for the provision of these services.

The term of the MOU will be for one-year, November 1, 2014 through October 31, 2015 and, unless specifically renegotiated or terminated, will automatically renew from year to year under the same terms and conditions.

This matter was reviewed by Deputy City Attorney Linda Vu on October 1, 2014 and by Budget Management Officer Victoria Bell on October 3, 2014.

TIMING CONSIDERATIONS
City Council action is requested on October 21, 2014, in order to have the MOU in place for a November 1, 2014 start date.

FISCAL IMPACT
The Health Department has the necessary staff and resources to execute and implement the terms of this MOU. The City will receive additional revenue based on the number of referrals generated by Pioneer, and reimbursed based on the allowable fee schedule.
