TITLE
Recommendation to respectfully request City Council to support Proposition 1 the Water Quality, Supply, and Infrastructure Improvement Act of 2014.

DISCUSSION
On October 7, 2014, the State Legislation Committee met and received a report on six statewide ballot measures that will appear on the November 4, 2014 ballot. The Committee voted to receive and file a report on five measures and support Proposition 1, the Water Quality, Supply, and Infrastructure Improvement Act of 2014. The Committee is forwarding this recommendation to the full City Council for adoption.

Passage of Proposition 1 would authorize $7.12 billion in new State general obligation bonds for State water supply infrastructure projects. These include projects such as public water system improvements, surface and groundwater storage, drinking water protection, water recycling and advanced water treatment technology, water supply management and conveyance, wastewater treatment, drought relief, emergency water supplies, and ecosystem and watershed protection and restoration. Long Beach played a role in negotiating language in the water bond. The City helped write language to allow a more favorable range of storm water projects that would be eligible for competitive grant funding that totals $200 million statewide if Proposition 1 passes. This measure also includes $30 million in direct funding to the San Gabriel Rivers and Mountains Conservancy (RMC), of which Long Beach is a member, and has received substantial funding in the past for local and regional projects.

The Long Beach Water Commission voted to support this ballot measure on September 18. A partial list of current supporter and opponents is below:
